Section 504 does not cover students with learning problems which are solely attributable to economic, environment and/or cultural disadvantages. These factors cannot alone be a determining factor as to whether a person is disabled.

• Migrant
• ESL 
• Poverty 
• Cultural factors 
• Attendance Problems 
• Transiency 
• Divorce
• Death of a family member and other family crises
• Military deployments
